Too many active streams - No active streams at the time

Player Version#: Latest IOS version

I have two users who are trying to sync content to their ios device. Once they select something to download they get an error ‘Too many active streams’ even though they are not downloading/watching anything at the time. I’ve upped the transcode limit to unlimited and set the active streams per user to 20. This still doesn’t solve the issue. Once they receive the error I have to restart the plex server to clear it. Any ideas on how to fix this?
