So I have been trying for the past few days to access the plex library, however I get the error that I have too many streams, yet no one is watching it
Mind sharing some more details?
Are you trying to watch media from your server (local vs. remote streaming) or shared content?
If it’s your server… did you set any restrictions like…

Settings>[Server Name]>Network>Remote streams allowed per user -
Settings>[Server Name]>Transcoder>Maximum simultaneous video transcode
…
and of course server / client platforms and versions are always helping
