Transcode error - Docker on unraid. latest updates installed

Server Version#: Version 1.22.3.4392
Player Version#: Problem on All players

Get the error : Plex conversion failed. A required codec could not be found or failed to install
when trying to play files with eac3 codec I get this error. Ive removed all traces of plex and reinstalled with the same error. Unraid 6.9.2 plex in docker. 1050ti with latest driver v465.27
have tried to play with hardware encoding on and off. no luck.
I have no idea what to do next.

I have another plex server on a QNAP that plays these files fine. Both share the same files
