Yes possibly, my cpu is Intel Celeron J4125
Yeah I’m not sure what status that bug is in. I think there are certain server versions that will fix it temporarily if you roll back but you’ll have to monitor the status in that thread
If that doesn’t solve the issue you might have to add additional details about your set up and have Chuck look at your logs

Transcoder settings
Subtitle burn in behavior on the TV
I see you have a Samsung TV.
There was an issue with how many embedded subtitles you have in the file you’re trying to play. I’m not sure if that’s still a thing or they fixed it
Does this problem happen on any other players you’ve tried?
All of that may not matter if you’re having a problem with that bug, so I would roll back for now and see if starts working again
Number of subtitle streams is not a Plex issue; it’s a TV issue.

FYI, the limit is 30 total tracks: video + audio + subtitles.
As Chuck mentions, it is a Samsung limit.
In general, it is a good idea to remove any unneeded audio and subtitle tracks, as it reduces the amount of data sent to the client when direct playing.
When direct playing, Plex streams the entire file to the client, including the audio & subtitle tracks that are not selected. The client then drops any unselected tracks.
Some audio tracks, such as TrueHD and DTS-HD, are multi-megabit and can add quite a bit to a stream.
Not that big of a deal when streaming locally, but it can definitely affect remote streaming, possibly forcing a transcode if you’re bumping up against a bandwidth limit.
