It’s using up all the notification slots and blocking the transcoder with junk files.
How did you get Plex copied into your home directory?

So delete the directory? `rm -rf /home/chris/server/movies/Library/Application Support/Plex Media Server/
One quick check to make sure you can.

It should not say anything about override.conf
As for what to delete, Delete Application Support and all below it.
If there are movie files in Library , move them to where they belong.
When Library is empty, remove it too.
After all cleaned up , Restart Plex

That looks like you had the Ubuntu store “SNAP” package at one point ?
type snap list to confirm there is no Plex there.

You’ll still have the same access because we just set you as owner.
This is something you can work towards – “Next Lession” stuff 
IF you’re sure Library only contains old PMS internal stuff
THEN delete it and all below it rm -rf /home/chris/server/movies/Library
Lastly, restart PMS
