I think you could set the quality in a way that allows the server manager to choose the transcoding quality. SD, HD, or FHD. Whether to transcode all videos or not.Automatic quality selection based on hardware is not very precise. Because an I3 from 2010 is not the same as an I3 from 2023.Having the person choose how they want the transcoding would be more plausible. Sometimes I think it’s better to transcode in HD but watch natively because it buffers faster, so if the person could choose whether they want native quality or always transcoded to avoid stuttering, it would be better.

The user can configure playback quality in the Plex client app. There are separate settings for remote/Internet and local/Home streaming.

If the bitrate of the media exceeds the limit, then Plex Media Server will transcode both the video and audio so the stream fits under the limit.

The server owner cannot change client settings.

For remote streaming, the server owner can configure the Internet Upload Speed and Limit Remote Stream Bitrate (Plex Pass required for both).

It doesn’t help because the transcoding option is fixed, and the user’s processor sometimes doesn’t even use the CPU that should be used for transcoding. It would be more plausible to allow the server owner to choose the transcoding option.Even with a high or low limit, it transcodes to SD even when your hardware could transcode to a higher resolution.

You can. There are 2 options on the server side that you can use.

1 - settings, transcoder, transcoder quality

this doesn’t set the bitrate or resolution but controls how much effort your server puts into the transcode. This will help with an older cpu/gpu.

2 - settings, remote access, limit remote stream bandwidth

If this is lower than what the user has chosen on their end, your server will override the setting and use what you select here.
