Transcoding issue with Roku app

I am having issues with transcoding but only on the Roku app. Every video I try to Play on the Roku app on a TCL Roku TV gets transcoded and maxes out my CPU. Now, these are 1080p.bluray.HEVC.AAC.5.1.x265 files but even at very low settings 2 Mbps 720p I am getting buffering and dropouts saying that your server is not powerful enough to convert video. So it’s a computer hardware issue right? but here’s the thing I’m running my server on an AMD A8-7410 APU with AMD Radeon R5 Graphics device, not exactly a screamer but should be plenty to run a Plex server and when I change clients over to an Xbox everything runs smoothly. Exact same settings in both apps and on the Xbox client everything runs as it should. Even when I have the settings on Original or 20Mbps 1080p and it transcodes, on the Xbox, my CPU is sitting at around 40-55% and that is at max level streaming. So why does it almost crash my PC when played through the Roku app but have no issues running on Xbox. Is there something obvious that I am missing? Possibly something that I missed in the Plex server settings that could be causing this? I have matched the quality settings in the server to what I set up in the app. Raised and lowered each time matching them up so the server and app are set to the same levels. I have tried to force direct play, tried changing all the h.264 levels and still the same result. Videos are practically unplayable on Roku but run perfectly even on the highest levels on Xbox? Any Ideas or suggestions would be appreciated.
