Did you have a previous version of the Plex app installed, or is this the first time?
I’m a little surprised either way, I would expect the installer to detect the dependency. 
I wonder if it saw that the VC Redist package was installed, but not that there was a file missing from it.
I’m curious to hear if this fixes it.
