This has been reported back in 2017 without being addressed, so just reviving it a bit.
Plex, fresh install, never touched or configured DVR features, plex will still run Tuner service and complain in logs about tuner, this is just wasting resources and pointlesly filling up logs for no reason.
chmod -x the plex tuner and killing pid is the only workaround atm I found.
