Does Plex support turner sharing with Live TV or DVR?

If I am watching a program on Live TV does Plex reuse that connection if someone else tunes to the same program on the same channel at the sametime?

If am recording a program on the DVR schedule does Plex reuse that connection if someone tunes into that program on the same channel while it is recording?

Yes to all.
If all devices cannot direct play mpeg2, then you need sufficient CPU or HW transcoding to not impact your server. For CPU based transcoding you would need around a Passmark of 2000 per client.
