Server Version#: 1.41.2.9200
I have a library that I would like to disable chapter thumbnail generation for. Is this possible? I know I can turn this off globally, but I’d like to keep this enabled for all but a single specific library.

Edit the library then go to Advanced and scroll down until you see the option for video thumbnails then uncheck the box and finally click save. You’ll probably also want to click on “Delete Preview Thumbnails” afterwards to get rid of any that were already generated.
Edit: Actually, looking at the server settings, there are 2 distinct thumbnail options, so I am not sure if that will do what you want. It seems like there is a chance there might not be away to do that from the UI (not sure if there might be an advanced method via the preferences.xml or a registry setting [if on Windows]).

Yeah, I turned off “Enable video preview thumbnails”, but still saw it generating chapter thumbnails.
Chapter thumbnails are not the same as video preview thumbnails.
The former only produce one picture for every chapter marker, while the latter produce a picture every 5 seconds (by default).
So the amount of storage required for chapter thumbnails is quite negligible (unless you have files with hundreds of chapters).
Maybe I should be clear what I’m looking for. If I have a library with a folder that I’m pointing to via rmount, does the process of generating the chapter thumbnails cause the entire video to be transferred over the network?
Whether it needs to transfer the complete file depends highly on the container and video format. But yes, potentially it could mean that.
That’s what I figured. Since this doesn’t seem possible (yet), I’ll make a feature suggestion.
