TV Channel changing delay, Normal?

Is it normal to have slight loading delay (2-3 seconds) when changing channels?

Just want to know if it’s a software issue with Plex or if my my server needs to be upgraded. I only get about 1 second delay with android channels app. It’s only in Plex while at home. I’m 99% sure it’s NOT transcoding.

My system:

  1. Synology Nas DS 1513+ (9tb WD red) 4gb ram
  2. HDHomeRun Prime w Xfinity
  3. Nvidia shield TV
  4. Wired Cat 6 (1gb Ethernet ports)
