I use Plex on my LG TV integrated web OS 3.5 but i don’t know why speed of loading slower than the other. I tested with Videos 1GB and 4GB it was same on Local Network. When I Played video, I was testing my Plex Server and seeing Upload speed not Maximum speed. But on the others devices of mine they were Normal and smooth.
The smart tv app might trigger transcoding on the server more often than your other apps.
That takes time and requires a powerful cpu on your server.

Show us the Plex XML info of one affected movie and we might be able to tell you why it’s transcoding.
I think a found the problem is Plex transcoder. How can I avoid this or which format can I conver first before up to Plex server to avoid Plex Transcoder?
I don’t see a problem from this screenshot. It shows normal behaviour if transcoding is necessary.

You have a subtitle activated.
The smart tv app doesn’t support subtitles natively.
Therefore the server has to burn those subtitles into the video picture = Transcoding

If you are OK with ‘hard’ subtitles, yes.
