Okay so all of my movies show the option of collection under Tags. But none of my television shows display the option for collections. I am trying to put together a Halloween Collection of Sitcom shows.
TV Show collections are at the Show level. You cannot use it for individual episodes. You’ll need to create a playlist for that.
For TV shows the collection tag is at the show level, not at the episode level or the season level.
To do what you want you probably need to use a playlist not a collection.

I appreciate the input from you both! I’m getting frustrated because i would love to share my playlists with my shared users, but since i can’t do that i try to create collections for individual episodes! but NOPE!
