Are you able to use plexconnect running on a machine and use it with 2 Apple TV at the same time?
yes. I do. I have apple tv 3 down stairs in the living room and one up stairs in the bedroom. sometimes my wife is watch a movie downstairs so i go upstairs and watch one.
Is this a new feature? I used to not be able to have more than 1 Plex client connected through PlexConnect?
can some more people report ? i'm about to buy another atv so 2 apple tv's will work with same plexconnect. it works, right ?
Yes, I have not used both at the same alot but you can definitely have two ATVs operate off one instance of Plexconnect.
Correct this was fixed a few software revisions ago. You can now run multiple atv's at once.

In the first few iterations of plexconnect 2 atv at the same time didnt work, it was explained to me by foob, about something along the lines of each atv not having it's own unique ID or something.
Yeah... you couldn't store unique settings for each of them. But in my opinion they were totally usable otherwise back then.
Though there were reports about one crashing, when using the second... but honestly, this is what I never understood :-)
