There is no way to add a library according to this procedure:

I guess I am too stupid to figure this out. I am just trying to add my media. I have an external hard drive with media separated into shows and movies. I have watched youtube videos, looked at all sorts of articles. Everywhere says just hit the plus sign. I dont have one. I cant find a single way to actual tell the software where to look for media. It literally wont do anything. Trying to use the app on windows 10. There is no plus sign. No media. No nothing. No way to add it. How d…

0. use a web browser without any add-ins.
   Disable any VPN software.
   Make sure that your computer doesn’t have any entries in the hosts file which may re-route any Plex-related domains.
