The software you have there is a pure Plex Client.
In order to add your own media, you need to install the Plex Server.
Yes, but you have the desktop app “Plex” open. It appears that your server hasn’t been set up, yet properly.
You need to use the web app

for the initial configuration, particularly signing the server into your plex.tv account.
This is the hosted web app. You need the local one for the initial setup.

i have this already but it doesn’t allow me to make a library, nore anywhere i can i find anything about a library.

What happens when you click ‘More’ - then hover over the server so you can see the + sign appear - so you can add a library?
Anything good happening there?
my account name doesn’t even show up on my computer. but my name does show up when i check my plex on my phone and tv

Hit the Pencil above ‘bigger than trump’ and select ‘reset customization’.
Select HelloTim as your default server - then pin those libraries to your side bar.
You can unpin all that Plex Server nonsense, or pin just what you want, or disable all of it in Settings/Online Media Sources.

Is there a Plex icon in the system tray of your desktop?
Select ‘Open Plex’ from there.
You can’t do any of this from the hosted app at Plex.tv
You MUST do it locally - in Plexweb - on your server machine.
