Unable to connect to local server either with http://localhost:32400/web or web app- Windows 10 ,

Hope people might be able to offer some new insights. I was happily using plex with all of my content for several years.
All of a sudden I could no longer access the server either locally on the host machine or on the network. I have tried reinstalling after deleting all of the plex data and the registry keys, I have flushed the DNS.
I have deactivated my windows firewall and also tried with all of the suggest ports opened, I have no other security software running.
I am able to start setting up the server and it even processed media in an unclaimed state but then it will die or get stuck on claiming the server (could click on claim button would spin and then stop) and then I cannot access it locally or through the web app.

Currently I cannot access the server using http://localhost:32400/web or the plex.tv web app. I cannot amend or change any settings on it despite having reinstalled several times including deleting all of the media it had scanned.

I have a laptop which I have successfully installed a a test server on to see if it is a wider network issue, this successfully ran with no problems and was able to access it as normal on all devices including the desktop with main server.

I appreciate any help anyone could give.

Check and make sure you do not have IPv6 enabled(Settings --> Network -> Enable server support for IPv6).
Be sure your router is setup correctly

At the time i did not have access to the settings menu, however I know it was not enabled.

I have now fixed the issue. It was the ethernet connection that was preventing me form connecting. Using a wifi connection I was able to access the server then claim it and then switch back to a wired connection.
