You will run into problems if you install Plex as administrator. You should install it using the user that will run the application.

Permissions issue: "plex media server was unable to open its media database"

The problem is: once you have started Plex server “As Administrator”, the access permissions of some files within its Plex data folder are set to the Administrator user. Which makes it impossible to either change, delete or even simply read them by other Windows user accounts. Never run Plex Server as Administrator. There is no need to do so.
