Unable to limit remote user stream quality

I have set the limit remote user stream quality to 4 mbps, but not the internet upload speed setting. Recently I noticed that remote shared library users are able to direct play at any quality level. I constantly see 1080p being direct played. This is a recent problem.

Did this feature break in a recent version?
Do I need to set something else to enable this?

Are you using a VPN or a reverse proxy?

No. It’s accessed via my public IP and port forwarded through the router to the server machine.

Does the behaviour change if you do set a limit for the overall upload speed?

Yes, it still repros when the overall upload speed is sent. I think this needs to be escalated into a bug. It’s causing me a lot of headaches.
