Unable to load Plex localhost or access server settings

Hi All,

Not sure when this started as I don’t access Plex much on my PC. I generally drop media into libraries and watch on players (TV, Android app etc).

Symptoms:

  1. Using any browser (Chrome, FF, Edge, IE) I am unable to connect to http://127.0.0.1:32400/web
  2. I can access http://app.plex.tv/desktop?secure=0# however when I try to change Settings -> Server I get a “Server settings are unavailable.” message
  3. I can still watch content on my home TV and Android app when on WiFi

Actions:

  1. I’ve ensured Windows Firewall has the required open ports in both directions
  2. My Avast Antivirus does not have a firewall
  3. I tried a repair of Plex but every time I run it I get a “You must restart your computer before you can use the software.” message. No amount of restarting resolves this error.

I’m getting the exact same issue, but with the added bonus that the majority of my content also doesn’t play. It just “loads” forever, spinning away (I have left it for 15 minutes). Yesterday, everything was fine, today, its all broken. I’ve installed a previous version (1.14.1.5488 , I was running 1.15.0.659), and I can’t see any settings that have changed in the last 24 hours. Its just not working anymore.
I’m running the Windows version on Windows 10. Its been behind Express VPN for the last month.
