On PMP for Win, there is an option for each track that has a video file with the same file name right besides it to play that video. Is that feature missing or am I missing something else?

But that’s not to say nobody has gotten around to program the necessary code, since it shows up in Extras on the Artist level. It’s just that the option in the 3-dots-menu apparently slipped through in development:
