Use an Nvidia Shield Pro as mobile Plex server and client at the same time

Hi,

I am thinking about creating a server + client setup from my Nvidia Shield Pro and my 2 x 2.5" external hard drives.

I believe this is possible since I saw this movie: https://www.youtube.com/watch?v=yaZkhiEYZFc

So this looks really interesting to me. My only question is, does it need an internet connection to work?

The idea is that I can use it wired at home so I can still stream from my other devices (Ipad and Iphone) but at the same time take this setup with me on the road and still use it on places without any internet connection.
