Use low quality on cellular setting has no effect

I have the following Music quality settings:

Remote streaming: Original
Use low quality on cellular: ON

Still FLAC and ALAC direct play causing high data consumption.

Android: Huawei P30 Pro
Plex Player: 7.23.0.12998
Latest Plex server beta on a QNAP NAS (1.18.0.1944)
