User Defined Movie Playlists shareable like libraries

I manage many users, several of them are older and are not tech-savvy. I have created playlists for movie series that are in Chronological order. However, there does not appear to be a way to share these playlists as a library, you have to navigate to the shared media folder and then access them, instead of them being shared and displayed like they are on my account.

You shouldn’t need to create playlists to reflect movie series / franchises in your library.
Plex already has a feature for that → Collections.

You can create them manually by assigning a Collection tag or using the Add to action in an item’s context menu. Alternatively you can configure Plex to automatically create collections (based on information from The Movie Database).
Those “classic collections” can be sorted by title, release date or according to how you sort them manually.

You can create “smart collections” by saving the result of an advanced filter (incl. the applied library order).

Thank you for the suggestion, I have tried that in the past and honestly felt like it just cluttered up my library. The problem with creating a collection is that I would prefer collections to be under their own “folder/library” so as not to clutter up the main library. The other issue is that from what I tried, there was no way to create a playlist for the collection or a play order. I want the collection to play in chronological order, such as all of the Star Wars universe across TV and movies, I want to create a playlist that plays the movies and episodes intermixed in chronological order. This is why I use playlists instead of collections. Hence my suggestion is to offer playlists as their own library easily shared between the manager of the account and the managed users.

The current method of sharing is not intuitive and takes far too long to share and is a hassle to find on the managed accounts.

You can configure collections not to show up in the main library view (option: hide collections).
You can also specify the order of the items in a collection (alphabetical, by release date, custom order for regular collections; smart collections can be sorted by all library sort options).

You’re right… you can’t mix content from different libraries in the same collection. You can link them by adding media in same-named collections in each library… but that won’t let you shuffle through all of them.
