User doesn't have a synced Continue Watching channel

Server Version#: 1.32.5.7328

I only have three users accessing my Plex (myself as admin and two managed users), we all live in the same house. For myself and one user, our Continued Watching channels are the same no matter which device we use. But the other user’s Continued Watching channel is different on every device they use. Can someone please tell me what could be causing this?
