For years I have had plex pass and my husband has happily used plex to watch content and before a trip download content for watching offline.
Suddenly he can no longer download content. I went into the server and somehow the setting in Restrictions was set to “Allow Downloads > Disabled” so I enabled it again. He still cannot download anything. No option at all when he logs in as himself. He’s had his account as long as I’ve had mine so probably 2017 or so. The help article now shows that this feature is now a paid feature except if the user had an account before some date in 2022 https://support.plex.tv/articles/downloads-sync-faq/ but then elsewhere help articles say the user needs plex pass themselves https://support.plex.tv/articles/downloads-overview/
So anyway now looking for a new media server because no way are we paying for another plex pass to use a feature that has been removed that worked before.
Meanwhile plex is spamming us both about what we’ve watched for some reason that no one ever asked for.
Plex Web does not support downloads.
Only the mobile apps and Plex Desktop for Win/Mac/Linux support downloading for offline viewing.
Yes it does. I can download using Plex Web right now with no problem. We have never used an app to access plex (except on the TV). Many support articles reference how to do this.

That only works for the server’s owner account. And it has been in there forever, even before the “Downloads” feature became a thing.
It used to work - source: my husband (who is part of my plex home) has been doing exactly that for years without issue until this weekend. He has never had an app installed on his mac.
Then he was using your account, instead of his managed user.
Did you put your whole home network into the settings field for “List of IP addresses and networks that are allowed without auth”. If he was in the same local network as the server, he might just unknowingly used your account – due to the setting.
