My plex server is at home in the states. I am going to Italy for a couple weeks and want to know if I will be able to access my plex server (just on my laptop) in Europe WITHOUT using a VPN. Since it's web based, I would think it would work...but I know Netflix doesn't work for me over there. Any help>?

Yep - no restrictions. Depending on internet speeds over there, it might be a tad sluggish, though.
Edit: As long as it's already properly configured to be accessible from outside your network.

The big thing you will run into with that distance is bandwidth in between. Even if you have good bandwidth at your house, and where you are, there are quite a few interconnects (hops) you are relying on and each one will introduce latency. It's always a bit of hope for the best just due to the way the internet works.
And as said before, you server must be accessible from outside. If you go to Settings -> Server -> Connect you should see 2 green check marks on that page. This means you are connected to the plex servers.
I’ve done it from New York via Roku with my Plex server at home in Sweden, no latency to speak of. I used the software TeamViewer (freeware) to control my Plex server if there were any kind of problem with subtitles or some other kind of problem. I could even watch a 1080p movie at 8.0 Mbps without problems. So good luck, but I recommend TeamViewer so you can make any adjustments from Italy.

It works without VPN but you will require a good internet service provider.
My brother streams off me in the UK to his home in USA, he even just uses Direct Play and pauses it to wait for it all to buffer (the cheat! lol) ;)

A good start would be to make a thread requesting help, telling us your setup, and also stating the troubleshooting/setup steps you have already done.
Tacking it on a thread that hasn't been posted on for a month that is completely unrelated is not generally the way to get assistance.

I am using a VPN to access the BBC. Can I download iPlaer programs to my Plex server?
I am trying to access my media server at home from work on my laptop and it gives me “the server “jesse” is unreachable. Make sure it’s running, double check your network and try again.” I have just checked and my server is running fine. I can access it from home on my appletv. I’m going to england soon and would like to use it on my laptop from there.
