We are using plex on a boat and internet is not always available.
In the past before leaving we signed in all tablets and computers and then all would be well.
The last trip this did not work so well,
is there a setting to check in order for plex to keep working without internet but just on the local network

Typically:
Server/Settings/Network - Preferred
Devices/Client Apps - Fallback to insecure on local network only
This usually works if the internet was initially connected then ‘went out’ or something. In your case the ‘typical’ settings may not be adequate, but you can experiment to see what you find out.
IIRC, also set List of IP addresses and networks that are allowed without auth in Settings -> Network. Easiest way is to mask your entire network instead of listing each host. Example: 192.168.1.0/24.
Also, some Plex clients let you manually specify a Plex server IP address.
You should also be able to enable the DLNA server in Plex Media Server then use a DLNA client on your various devices (VLC, etc). It is not as friendly as a Plex client, but if you know which video you want to watch it is easy enough to navigate up/down the directory structure.
Speaking of DLNA:
If you have Rokus you can use Roku Media Player that will find and use Plex’s DLNA Server. Not as pretty, of course and DLNA requires ALL Material Direct Play (there is no transcoding via DLNA), but it might be an option. RMP will also just use an external drive plugged right into the Roku (on units with a USB port). Bare Bones, but functional.
