“Adding a user” is creating a “Managed User” this is a different type of account mainly meant for children. there is no account password or email associated with it and you must allow them to use individual devices by signing in for them then first time they use it.

“Invite a Friend” is to invite other users who already have a regular free Plex Account into your Plex Home.
