As a test, I tried another file, which works successfully:
File 3 - MKV container

Transcode Reason: App cannot direct play this item. No direct play video profile exists for protocol http, with container mkv, and video codec havoc.
Note same video codec and it works.
If there’s other info I should be including in bug reports please let me know.
Side Note/Possible unrelated issue:
After trying to play a second time to get the technical details , AppleTV is just showing spinning wheel. Force quit plex client on AppleTV, and looking in the logs see the following:
Nov 18, 2019 08:32:29.472 [0x7f53ea72c700] DEBUG - Failed to stream media, client probably disconnected after 294912 bytes: 32 - Broken pipe
Before I could get Xcode connected to look at AppleTV logs, it started working again after about 10 minutes.
