Video Preview Thumbnails not created with mpg files?

PMS: 1.13.8.5395 on macOS 10.13.6
Clients: Plex Web App 3.71.1 & Roku 5.3.10

I have a library of recorded television with the “Enable video preview thumbnails” option enabled. I noticed the other day that the feature is no longer working. As in, when I play an episode and fast forward, no video preview thumbnails are shown. And I know that they were working for this particular show before. So I did some digging and here’s what I’ve come up with:

If I watch Season 2, Episode 1 of The Good Place, I get video preview thumbnails (with either client mentioned above). It was recorded using the Plex DVR/Live TV function and is a .mkv file.

If I watch Season 3, Episode 1 of The Good Place, I do not get video preview thumbnails (with either client mentioned above). It was recorded using the Channels DVR and is a .mpg file.

I’ve attached the xml files from both episodes below:

Does Plex not support video preview thumbnails with .mpg files?

P.S. Both files are in a Plex only accessible directory. I move them out of the Channels DVR directory on another computer and move to my main Plex server.

Both files play perfectly.

I have also noticed this on the series Lethal Weapon with episodes recorded with Plex vs. Channels.

I also have both the “Generate video preview thumbnails” and “Generate chapter thumbnails” setting set to “as a scheduled task and when media is added” on this Plex server.

2018-10-07 Additional Information - After seeing some other posts with similar problems I thought about the fact that I haven’t added any other type of files to my library since I’ve noticed this problem. So it may not be related to file type but version of the Plex Server.

Clients: Roku Plex Preview 6.0.16.5108-f6fd07da6-PlexPreview & PMP for Mac 2.20.0.909-46413dd1

Added S03E03 of the Good Place, watched the Activity Monitor while it built the Video Preview Thumbnails and the problem still exists.
