Video stuttering on MacOS; plays fine on Samsung App

I have a video that stutters on MacOS but plays fine on Samsung Tizen. The Tizen is playing by Direct Stream (being re-containered?) and on the MacOS player it’s Direct Play. The bit rate is a lot higher playing on the Mac vs the Tizen.

Why would Direct Play of a video whose file bit rate is ~3Mb/s be sent to the player at ~40Mb/s?
