I tried to do this with the Android Plex companion on my PlexMediaPlayer which is installed on a PC. I have enabled CEC rebooted and there is no volume control.
Is this functioning?

have you set your player to transcode all audio? otherwise, the server it sending bit-perfect bitstream audio and can’t make any changes, volume included. It would be like asking your DVD/BR player to change the DVD player’s volume output… there really isn’t such a thing…

Hmmm, I don’t think that this is relevant to CEC. CEC would be doing a control signal to the receiver to adjust it’s volume in the same way as a TV can control the volume using CEC.
However, it appears that the issue may be that the nVidia GTX960 that I am using doesn’t actually support CEC. I have ordered a Pulse-Eight CEC USB adapter that provides such a signal. We will see.
Makes sense- I hadn’t focused on the CEC part of the question, just on the volume control.
