If I log into my web interface in location A, I can see the program guide for the Server in location B with the HD Homerun and am able to manage recordings etc. If I launch my Nvidia Shield running as a client in location A and connect to the Plex Server in location B, I only see the libraries. I am using the same Plex subscriber account in both.
Is it possible to watch live TV / look at the program guide etc. on a Nvidia Shield that is connected to a remote Server with the HDHomeRun connected to it?

Yeah, you should be able to, as long as that shield is connected to the right server, and is the admin account. 
Thanks for your reply Dave. I have the latest version of Plex Server running in Windows as the remote Server with my admin login. I have my local Nvidia Shield box and logged in as a Plex Pass admin. All I see are the libraries. The remote Server is running in another country and so I’m not sure if this is a factor?
Your account on the server that has the TV tuner has to be the admin. Is that the case?
Is the same account used to sign in on the Nvidia client, and on the Windows server? Can you also give exact version numbers of the client, and the server, please?
Yes, the same account on both. If I log into the web interface using the same login details, I can see the Recording Schedule and Program Guide but when I look at the Shield on the same network as the web interface, I only see libraries and channels. On the Windows computer, I am running version 1.5.6.3790 and on the shield I am running 6.0.1.523.
I also have a local Plex Server on another Nvidia Shield and that also has a HDHomeRun connected to it and I can see the live TV on there but when I change the server to the remote server, I don’t see the live TV on there.

You’ll need to have the latest Plex Pass version of Plex Media Server on your Windows PC (which is currently 1.7.3) in order to use DVR/Live TV. The 1.5.6 version you have is the latest general release. Either switch your auto-update channel to ‘Plex Pass’ in your server’s General settings page, or make sure ‘Plex Pass Downloads’ is on if using the download page on the Plex website.
