When the screen is full on the iPad, white lines appear at the top and bottom. I tried switching the system theme to black, but it didn’t bring any results. There is no such effect on YouTube. is this a bug or a feature? 
It’s always been there when I use Safari like you describe.
It doesn’t appear on Plex for iOS you get in the App Store, though.
Are you sort of stuck with the hosted web app?
