What version is your server. What OS is it installed on. Does it happen with all libraries? What type of library is it? Have you checked for database corruption?
Had the same problem, using Version 1.19.5.3006
Filtering for duplicates just sat showing nothing and had a very high CPU usage.
The database curruption technique worked to stop the high CPU usage…
The duplicates option now appears but does not show any duplicates when I have several I know of.
When creating a custom filter for duplicates it shows nothing when either true or false is selected.
This has been reported in a few other threads. This one wasn’t the first, but it’s the most active:

Clients tried were Chrome on Win10(local) and Firefox and Chromium on Ubuntu 18.04 (remote).
Following your corruption url sqlite stuff… will report back.
When I applied the update (keep in mind, yesterday, I reboot servers, clients, wiped browser cache…nada.
But this update this morning to: Version 1.19.5.3021
And the broken library works perfectly again.
edit: to be clear
DID not get to the corruption fixing sqlite commandline steps, was not necessary.
