Is there another way to suggest something to someone so that they are notified?

No, Plex doesn’t a recommendation feature.
There’s a number of feature suggestions asking for options to inform users about certain content.

Recommend server content (not just queued)

I would like to reccomend my content on my server to friends. Not just videos I have put in my queue. Also share to facebook or other social networks what I’m watching. Anyone else want this feature(s)

User picks or recommendation section

I think it would be fun to add a section, like a custom collection, where each user can pick some number of movies (selectable by admin) and these movies would be added to everyone’s home screen as a custom collection. For example, I could set up a weekly user recommended movies collection and each week every one of my users has the option to recommend a movie. At the moment your best shot is e.g. to create a collection with items you want to recommend and publish that as a hub on your friends’ home screen.
