Just a general question. When watching live TV you can pause, rewind, etc. Where does Plex store that data?
In the .grab folder under you library location.

Not to be contrary, but I believe the library .grab is only used for buffering items which are being recorded. If you’re just watching a live TV channel (and not recording it), it should buffer to your transcoder temporary directory as configured in your server’s transcoder settings.
Good correction, I’m usually recording so there is always a .grab.
