While instllaling Plex Server on Windows 10 Laptop does get the Server Setup

I am trying to setup my server but never bring the “wizard” up. If I go on the + it will ask me if I want to “Get Plex Media Server”. But it’s fresh download already.

I did install a server before on my iMac and never had that issue.
