I suppose these screenshots were taken in different playback/streaming situations?
From what I remember, Plex will adjust the quality options to available restrictions – so e.g. if you’re in a remote playback situation and have set a bandwidth threshold (or Plex experiences limits), it’ll not show options that don’t match that situation.

No. Both were remote, connected to the same wifi, in the same room. Tried it with VPN on and off just to make sure that wasn’t the issue even though I use split tunneling for Plex

The first screenshot appears to suggest that the Android app cannot reach the Plex server directly. The available bitrates are limited to what a Plex Relay connection can do.
So I’d concentrate at finding out the differences in the network connection and device settings between these two client devices.
From reading that, it sounds like Relay only pertains to your home server, not shared. Is that wrong? This video is on a shared server, not mine.
Then it pertains to the accessability of that shared server.
Or the individual settings of your Android device.
The device itself, or the Plex Player app settings?
Both. Check for low quality settings, bitrate limitations, and Secure Connections enforcements in the app itself.
Look for any kinds of network filter, VPN apps, proxy setings, or other non-default network routing in the preferences of the device.
