Why are these small home movies buffering?

I have these small home movies shot with my iPhone. They are in MOV, H264 1080p, AAC mono format. No more than about 50MB and 30-40 sec long.

For some reason they are buffering every second and the file is basically not playable in either my Chrome or Windows 10 Plex app. Although the wifi I am on now is no more than about 10 Mbps I’ve tried to stream these files on a 250 Mbps connection as well without success.

I find it strange since I am able to stream movies fine.

I’ve tried to increase and lower the quality but all have been without success.

Do you have an explanation and perhaps another suggestion to what I can try to fix this?
