I’m not sure I can follow your exact question or complaint?
Nothing in Plex is forcing you to pick a streaming service. Plex has a feature where you can pick streaming services you’re using for Plex to show you where certain movies are streaming. You can use Discover without picking a single streaming service and you can completely disable the Discover feature (as explained by JaysPlex7).

That seems rather unrelated – but again… not sure I understand what you’re trying to achieve that doesn’t work as you expect it to work.
