I was wondering, why the colors of this film are breaking on plex for windows, and android, but for example it is not breaking on my shield:

To me that looks like an HDR file, played via Direct Play. The Windows client cannot correct the colors without the server’s help. For some reason, the Shield client can.
In your server Transcoder settings, make sure this is on.
On your Windows player, go into the playback settings and choose a lower quality stream option. This will force the server to do tone mapping. Does that fix the colors on Windows?
I already tried that before posting 
so the answer is no, it does not solve the issue
