Why does my local streams stutter if they have already buffered?

So I have a Synology NAS (DS212+) which hosts my files and PMS hosted on an Nvidia Shield.

My NAS is pretty old now (5 years) so when I have apps like Radarr running and processing tasks the CPU usage is almost at 100%. When my Shield is streaming videos from the NAS during this time I’ve noticed the video stutters a lot, the stream is Direct Play and I can see its buffered at least 10% more than the current progress so I don’t understand why it stutters.

Both devices are connected via Gigabit ethernet to the network.

Can someone explain the cause of this?

So PMS is actually hosted on the Sheild itself, it wasn’t running any maintenance tasks at the time.

Of course I understand if the CPU of the file location is at 100% or near it then it would cause performance issues.

What I’m trying to underrating is why the file would stutter if the file already has 5 minutes would of video already in its buffer.?
