Why does Plex think two files are from different albums?

I’m loading Podcasts into Plex. I have 2 files that (according to MP3 tag) only differ in “Chapter (Track, Title)”, “Subtitle”, “Comment”. However, Plex shows that as separate files instead of grouped under one Album. I’ve seen this before but never got serious about fixing it. This time I’ve narrow it down 2 files test files that clearly demonstrate the problem. I

What’s the best way to troubleshoot this?

If your library is configured to use embedded metadata, Plex will determine the album association based on the album artist and album title.
Can you verify the embedded metadata for those 2 is absolutely identical across your files (e.g. no additional whitespaces etc.)?

Here’s how I have the library configured:
Scanner: Plex Music Scanner
Agent: Personal Media Artists
Prefer Local Metadata: Checked

For the 2 files below, Mp3Tag shows the exactly same characters for the “Album” tag.
