If I log into plex locally (hitting the local IP address) the dashboard won’t show up. If I go in through https://app.plex.tv/web/app, then the dashboard shows up.

it’s not dumb.
the app.plex.tv website code gets updated more quickly and more often than the web code that is built into the PMS server.
It has already been stated multiple times in multiple places that the dashboard locally will show up in in a future pms update.
you can compare the web versions of the url and your local ip @ settings > web client > version
