Check the zoon value. Is it set to original? That means to play it at the original resolution without any scaling. So a 480p video will only use 480p of the screen.

Not seeing anything wrong. The app correctly sees the size of the file and the size of your screen. Are you sure the video just isn’t like that? Can you provide that file if it’s not too big or a sample? Upload to Google drive or similar and PM me a link.

Try changing the display mode to Letterbox.

I tried this file (movie) in my tv /mobile its working well but in plex its showing the problem

Are you streaming over the mobile network or on a remote network?

It looks like Plex is transcoding the video to a lower resolution.

Maybe due to a bandwidth restriction either on the server or the android app?
