Just purchased a Philips TV with Saphi smart TV
Does Plex plan to develop a APP for these TV’s?
It would be foolish of Plex to spend the time and effort to develop and support an app for such a small market when there are already numerous inexpensive supported devices that should attach to just about any TV just fine. In general separate devices and smarter than “smart” TVs anyway.

My personal guess: it’s unlikely. They only provide limited support for smart TVs based on this support article.
Further, Plex rarely posts roadmaps.
