I think Microsoft fixed the problem today for some of us on Win 10. Sat down an hour ago I went to reapply the update KB4338819, and there was another update in that list too, KB4345421.

It’s been an hour now of non-stop streaming and nothing has went went wrong. Could be too early to tell but I do think this emergency update could have magically solved the issue. Will report back soon.
